Water and Wastewater Services

Residents in the Township of Cavan Monaghan are serviced by either the Municipal Water/Wastewater system in the Millbrook Ward or by private wells and septic systems in the Cavan and North Monaghan Wards. The Township is responsible for approximately:

  • 10,200 linear meters of sanitary pipe
  • 11,300 linear meters of water main
  • 132 sanitary manholes
  • 120 hydrants

The Township provides water and wastewater services to approximately 600 residents within the Millbrook Ward and operates the:

  • Millbrook Water Treatment Facility
  • Millbrook Wastewater Treatment Facility
  • Bulk Water Filling Station
  • Water Storage Facility
  • Tupper Street Sewage Pumping Station
  • Water Distribution System
  • Wastewater Collection System
  • Storm Sewer System
  • Three Wells (high quality source of groundwater)

Financial Plan for the Millbrook Distribution System 

Background

As part of the Ministry of Environment's Municipal Drinking Water License (MDWL) program, municipalities are required to prepare a Financial Plan for any large municipal residential drinking water systems they own and operate.  The Financial Plan needs to meet the requirements of Ontario Regulation 453/07 and must be submitted to the Ministry of Municipal Affairs and Housing (MMAH) every five years to coincide with the renewal of the municipalities MDWL.

Financial Plan Explained

The Financial Plan is required to look at all costs associated with managing, operating and maintaining the municipality's drinking water systems projected for the next six years.  The total costs required to run the system are compared to the total revenue generated by the system in order to determine where funding needs to be adjusted to ensure the financial sustainability of the system is maintained.

Financial Plan vs. Asset Management Plan

The Financial Plan is a component of a municipalities overall plan for managing all of its assets.  While the Financial Plan looks at a short-term financial condition of the water system, an Asset Management Plan looks at the long-term financing associated with maintaining the municipality's core infrastructure, including its drinking water systems, wastewater collection systems, storm water drainage systems, transportation network and its various public buildings and other facilities.

Financial Plan Update

The Township of Cavan Monaghan recently completed an update to the Financial Plan for the Millbrook Water Distribution System covering a ten (10) year period between 2016 and 2025.  The 2015 Water & Wastewater Rate Study, Financial Plan and Water & Wastewater User Fees and Charges were provided to Council on November 30, 2015 (Finance 2015-18) and Council approved the use of the Water & Wastewater Rate Study in the preparation of the Water and Wastewater Financial Plan O.Reg. 453/07 for submission to the province, by Resolution # R/30/11/15/09.  The financial report was submitted on January 29, 2016.

Summary Report- Safe Drinking Water Act - Millbrook DWS

Please find the 2015 Summary Report for the Millbrook DWS below. This report is completed based on the Ontario Clean Water Agency's records in accordance with Schedule 22 of O.Reg. 170/03, under the Safe Drinking Water Act which requires a Summary Report to be prepared no later than March 31st of each year for the preceding calender year.

Section 12 of O. Reg. 170/03, requires both the Summary Report and the Annual Report be made available for inspection by any member of the public during normal business hours, without charge. Water and Wastewater Capital Project

Environmental Assessment of the Millbrook Wastewater Treatment Plant

The Township applied for and received funding under the Building Canada Fund (BCF) in 2008 for the construction of a water and wastewater system for the community of Fraserville. However, on June 8, 2011 the Township requested the BCF-CC Joint Secretariat that it be permitted to amend the original project by abandoning the Fraserville proposal and substituting the expansion and upgrading of the Millbrook Wastewater Treatment Plant. This Scope Change Request was approved in December 2011 and includes the following matters:

  1. Expanding and upgrading the Millbrook Wastewater Treatment Plant to a tertiary treatment facility
  2. Upgrading of the Tupper Street Primary Pumping Station
  3. Replacement of the existing standpipe, or expansion of the existing standpipe, or construction of a second storage facility in the water system
  4. Extension of water and wastewater services 870 meters north along County Road 10 to the Municipal Office

Notice of Completion - Class Environmental Assessment

The Township of Cavan Monaghan has completed the Municipal Class Environmental Assessment Study to address capacity issues associated with the existing water storage system. The current water storage capacity and existing watermain network need to be expanded to accomodate the growth forecasted in the Township's new Official Plan.

The Township has completed this study in accordance with Schedule "B" of the Municipal Class Environmental Assessment October 2000, as amended 2011. The below information is placed on public record for a 30-day review period in accordance with the requirements of the Municipal Class EA. Subject to comments received as a result of this Notice and receipt of necessary approvals, the Township intends to proceed with the detailed design and construction of this project. The intention of the 30-day review period, commencing Thursday, May 8, 2014, is to resolve any remaining issues or concerns regarding the project.
