Clear Bag Program

Household Waste Sorting Guide

As of September 1, 2019, the Township of Cavan Monaghan will begin the implementation of a Clear Bag Program. During this implementation period, residents are encouraged to use up their black or coloured garbage bags in order to switch to clear bags. Garbage will still be collected in regular bags, however residents using anything but clear bags may receive notice of the change in collection.

As of January 1, 2020, the Township will begin the mandatory use of clear bags. Only clear bags will be accepted for curbside collection and at the Township Transfer Station. No coloured or tinted bags will be accepted.

This program has been put in place to increase the waste diversion by encouraging the separation of recyclable and compostable materials from actual waste.

Important details about this program include:

  • One (1) grocery sized privacy bag is allowed within each clear bag to conceal private items.
  • Garbage bags may not contain recyclable, compostable, or hazardous materials. The materials must be directed to the appropriate collection or deposit areas.
  • Current bag limits remain: Two (2) bags weighing thirty (30) pounds or less can be put curbside on a weekly basis. If residents have low amounts of waste, they may choose to put out only two grocery bag sized privacy bags, rather than placing these bags inside of a larger clear bag.
  • If a clear bag has more than ten percent (10%) recyclable or compostable materials, road side contractors and Transfer Station staff are permitted to refuse the bag.
  • You may apply for an exemption from the clear bag waste collection policy.  To be eligible, applicants must submit an application along with proof of the medical condition verified by a medical professional to the Township Office.
