Community Improvement Plan Financial Incentive Program

In the 2017 capital budget, Council allocated funds to the Downtown Millbrook Revitalization Advisory Committee for the development of a Millbrook Community Improvement Plan (MCIP).

The MCIP is the document that will permit the Township to offer financial incentives to encourage revitalization efforts that reflect community values and principles. The MCIP builds on the Downtown Millbrook Revitalization Strategy and the Detailed Streetscape and Design Guidelines for Downtown Millbrook.

The Municipal Act, 2001 prohibits a municipality from extending financial assistance to a person, group or body, except under specific circumstances. However, the Planning Act provides municipalities with the opportunity to adopt community improvement plans to achieve a range of defined objectives. Section 28 of the Planning Act provides the regulations for the preparation and implementation of community improvement plans. The MCIP was prepared using Section 28 of the Planning Act together with the policy framework currently in place in the Township of Cavan Monaghan.

At the September 4, 2019 Regular Meeting of Council, Council approved By-law No. 2018-51 being a by-law to designate a Community Improvement Project Area and By-law No. 2018-52 being a by-law to adopt the Millbrook Community Improvement Plan (MCIP).  

The total budget for the MCIP Incentive Program is $60,106.13. The total budget will be allocated as follows:

  • Facade & Signage Improvement $25,000.00
  • Building & Site Improvement $25,000.00
  • Sidewalk Cafe $10,106.13
